RBI Updates UNSC Taliban Sanctions List Under UAPA

The Reserve Bank of India (RBI) has advised regulated entities to take note of the UNSC amendment dated August 27, 2026 to its 1988 (2011) Taliban Sanctions List, updating the entry of Abdul Salam Hanafi.

Under Section 51A of the UAPA, 1967 and RBI’s KYC Directions, regulated entities must ensure that they do not maintain accounts in the name of individuals or entities listed under the relevant UNSC sanctions lists.

Regulated entities are advised to take appropriate action in accordance with the UAPA Order dated February 2, 2021, as amended on April 22, 2024, and ensure strict compliance.

RBI Updates UNSC ISIL (Da’esh) & Al-Qaida Sanctions List

The Reserve Bank of India (RBI) has advised regulated entities to take note of the UNSC amendments dated September 4, 2026 to its ISIL (Da’esh) and Al-Qaida Sanctions List.

The amendments update the entries of two individuals — Sanaullah Ghafari and Abubakar Swalleh. Individuals and entities on the list are subject to measures including asset freeze, travel ban and arms embargo.

Under Section 51A of the UAPA, 1967 and RBI’s KYC Directions, regulated entities must ensure that they do not maintain accounts in the name of individuals or entities appearing on the relevant UNSC sanctions lists.

Regulated entities are advised to take appropriate action in accordance with the UAPA Order dated February 2, 2021, as amended on April 22, 2024, and ensure strict compliance.

RBI Withdraws Seven Obsolete FEMA Circulars

The Reserve Bank of India (RBI) is undertaking a comprehensive review of circulars issued under the Foreign Exchange Management Act, 1999 (FEMA) as part of its initiative to rationalise the regulatory framework.

As part of this review, RBI has withdrawn seven circulars that are no longer operative due to subsequent regulatory amendments, redundancy, overlap, or supersession by newer directions.

Authorised Persons have been advised to bring the contents of the circular to the notice of the concerned constituents.

The directions have been issued under Sections 10(4) and 11(1) of FEMA, 1999.
