The Reserve Bank of India has advised regulated entities to take note of amendments made by the United Nations Security Council (UNSC) to its ISIL (Da’esh) and Al-Qaida Sanctions List under Section 51A of the Unlawful Activities (Prevention) Act, 1967 (UAPA).
The amendments, communicated through the UNSC press release dated August 13, 2026, cover four entries:
Individuals
- Mohammed Salahaldin Abd El Halim Zidane (Sayf-Al Adl) – Egypt
- Adem Yilmaz (Talha) – Turkey
- Shafi Sultan Mohammed Sultan Al-Ajmi (Shafi Al-Ajmi) – Kuwait
Entity
- Ummah Tameer E-Nau (UTN) – Afghanistan/Pakistan
These individuals and the entity remain subject to the applicable asset freeze, travel ban and arms embargo under the UNSC sanctions framework.
Regulated entities are advised to update their records and screening systems and take appropriate action in accordance with Chapter IX of the RBI Know Your Customer (KYC) Directions, 2025 and the applicable UAPA procedures. Updated UNSC sanctions lists should be referred to for ongoing compliance.

UNSC Sanctions List Updated: Four Entries Amended Under UAPA
The Reserve Bank of India has advised regulated entities to comply with Section 51A of the Unlawful Activities (Prevention) Act, 1967 (UAPA) and the updated UNSC sanctions lists relating to ISIL (Da’esh) and Al-Qaida.
Following UNSC Press Release SC/16433 dated August 14, 2026, amendments have been made to four entries in the ISIL (Da’esh) and Al-Qaida Sanctions List:
- 3 Individuals: Amin Muhammad Ul Haq Saam Khan, Abubakar Swalleh and Hamida Nabaggala.
- 1 Entity: Islamic State in Iraq and the Levant – Khorasan (ISIL-K).
The listed individuals and entity are subject to applicable asset freeze, travel ban and arms embargo measures under the relevant UNSC resolutions.
Regulated entities are required to take appropriate action, follow the procedures prescribed under the UAPA Order, and ensure compliance with the updated UNSC sanctions lists.

UNSC Updates ISIL (Da’esh) & Al-Qaida Sanctions List – 21 Entries Amended
The Reserve Bank of India has advised regulated entities to comply with Section 51A of the Unlawful Activities (Prevention) Act, 1967 and applicable KYC Directions, including ensuring that no accounts are maintained for individuals or entities appearing on the UNSC sanctions lists.
Following UNSC Press Release SC/16435 dated August 18, 2026, amendments have been made to 21 entries on the ISIL (Da’esh) and Al-Qaida Sanctions List, which are subject to asset freeze, travel ban and arms embargo.
Regulated entities are advised to:
- Review the updated UNSC sanctions lists and take appropriate action as prescribed under the RBI KYC Directions and UAPA Order.
- Follow the prescribed procedure for any sanctions-related identification and reporting.
- Ensure continued compliance with applicable UNSC and regulatory requirements.
